Cambodia energy report

Highlights:
  • Cambodia aims to reduce its GHG emissions by 42% in 2030, compared to a BaU, and to raise the share of renewables in power generation to 70% in 2030.
  • IPPs hold 85% of the power capacity.
  • Foreign companies dominate the upstream and downstream oil sector.
  • Power generation has increased 14-fold since 2010.
  • Coal imports started to become significant in 2013 with the opening of the first coal plant and doubled to 4.7 Mt in 2023 with additional coal power capacities.
  • After three years of continuous rises, oil prices decreased in 2023 and 2024.
  • The government has introduced substantial subsidies to contain the rise in electricity prices, which remain amongst the highest in the ASEAN.
