Total Energy Consumption

Energy consumption per capita is low, at 0.9 toe and 2 300 kWh for electricity in 2021 (vs 1.5 toe and 2 923 kWh on average in Asia).

Total energy consumption increased rapidly until 2019 (5%/year over 2010-2019), slowed down in 2020, and decreased by 5% in 2021 to 92.5 Mtoe.

The share of coal grew rapidly from 25% in 2010 to 52% in 2021 (+27 pp). The share of oil peaked in 2010 with 31% and declined to 24% in 2021. Likewise, the share of biomass has fallen significantly since 2010, going from 25% in 2010 to 8% in 2021.

Crude Oil Production

Oil production has been decreasing rapidly since 2015 (-11%/year), reaching 8.7 Mt in 2021. It increased rapidly until 2000, when it reached 16.6 Mt (2.7 Mt in 1990), and then fluctuated around 15-18 Mt until 2015.

Renewable in % Electricity Production

As part of the updated draft PDP VIII (November 2022), the Government aims to significantly develop wind capacity from about 4.1 GW in 2021 to over 28.5 GW in 2030 (7 GW of which offshore) and 153.5 GW in 2050.

By 2030, MOIT revised solar development objectives downwards, urging only to bring into operation advanced projects under construction (726 MW) by 2030, and postponing approved projects (1.6 GW) and those without investors (4.6 GW) after 2030.

Hydropower capacity shall amount to around 29 GW in 2030.

CO2 Fuel Combustion/CO2 Emissions

In its revised NDC (November 2022), the country increased its unconditional GHG emissions reduction target from 9% to 15.8% by 2030 relative to a BAU scenario, while the conditional target with international support was raised from 27% to 43.5%. In its new NDC, Vietnam reiterates its intention to reach carbon neutrality by 2050, which was enshrined in the country's National Climate Change Strategy to 2050, unveiled in July 2022. In addition, Vietnam will reduce its methane emissions by 30% in 2030 (compared to 2020 levels), in line with the Global Methane Pledge.
