New Dutch government will create CfD scheme, aiming for 40 GW of offshore wind

The new Dutch government has pledged to implement a Contracts for Difference (CfD) scheme to help the Netherlands reach 40 GW of offshore wind capacity by 2040 (Renews, 02/02/2026). In addition, to address development delays, the government plans to introduce a Grid Congestion Act aimed at speeding up permits and allowing intervention when construction stalls. It will also expand the SDE++ renewable subsidy program, adding six new tender rounds.

In 2025, the 1 GW Nederwiek 1‑A tender received no bids due to a lack of subsidies. A new 1 GW IJmuiden Ver Gamma‑A tender, this time with state support, is scheduled for September 2026.
