Denmark launches 2.8 GW offshore wind tenders across three sites

Denmark has opened tenders for three offshore wind sites totalling at least 2.8 GW (Danish Energy Agency press release, 20/11/2025), namely:

  • at least 800 MW for Hesselø, expected to be completed by the end of 2032
  • at least 1 GW for North Sea Mid, expected to be completed by the end of 2032
  • at least 1 GW for North Sea South, expected to be completed by the end of 2034

The tenders will use a two-sided capability-based contract for difference (CfD). Submission deadlines are set for spring 2026 for North Sea Mid and Hesselø, and autumn 2028 for North Sea South. According to the agency, the framework allows winning bidders to establish overplanting capacity.

These tenders follow the offshore wind tenders from 2024, in which six areas were initially offered. By the end of the deadline for the first three areas, the Danish Energy Agency had received no bids. Following this, the agency conducted several market dialogues, which led to two political agreements in 2025. The new 2.8 GW offshore wind tenders are based on these agreements.
