European measures to boost building renovation webinar
Enerdata, in partnership with Clean Energy Solutions Center, hosted a no-cost, webinar-based training on European Energy Efficiency initiatives to Boost Building Renovation.
To improve the efficiency of existing building stock and reach national and EU targets, it is important to implement new and innovative support schemes - in particular to address the major barrier to thermal renovation: its initial investment. This webinar explores existing potential savings in building stock and present some innovative financial schemes.
Noting that, in most EU countries, half of the residential building stock was built before 1970, i.e. before the first thermal regulations, and that new construction is very low, the main potential for energy efficiency improvements lies in building renovation. However, despite many measures implemented over the last decade, the annual rate of renovation is low in most EU countries.
To accelerate this trend, the Energy Performance of Buildings Directive (EPBD) re-cast asks EU countries to "assure that minimum energy performance requirements for buildings or building units are set with a view to achieving cost-optimal levels" for both new and existing buildings. The webinar explains the cost-optimal level concept defined as "the energy performance level which leads to the lowest cost during the estimated economic lifecycle" and present the cost-energy clouds generated in the frame of the Entranze project.
Cost-optimal analysis will point out that renovation is a tradeoff between global cost and energy demand. But in any case, renovation may ask for high initial investment. Thus energy efficiency measures should incentivize and help end-use customers to implement the corresponding renovation package leading to best solutions. The second part of the webinar presents a sample of current best or innovative practices in EU leveraging renovation activity. It will also present the most ambitious policy package scenarios set in the Entranze project.
