Victoria (Australia) launches 2 GW offshore wind capacity auction

The Department of Energy, Environment and Climate Action of the Australian State of Victoria has announced a 2 GW auction of offshore wind capacity to be installed in Victoria. To participate, feasibility licence holders must start a confidential Registration of Interest (ROI) process before May 2025, to inform the auction design and support package contract terms ahead of the Request for Proposal (RfP) opening in September 2025. Selected developers will be announced in the third quarter of 2026, and they will be supported through a Contract for Difference (CfD) support scheme and an availability payment to be made once infrastructure is generating electricity. 

The state of Victoria’s aims to achieve 2 GW of offshore wind energy capacity under development by 2032, 4 GW by 2035 and 9 GW by 2040. Australia has designed 6 offshore wind zones (Gippsland and Southern Ocean, in Victoria; Hunter and Illawarra, in New South Wales; Bass Strait, in Tasmania; and Bunbury, in Western Australia). In 2024, the government awarded 25 GW of feasibility licences in the Gippsland Offshore Wind Zone in 2024.
