Uruguay authorizes offshore wind block tender (up to 3 GW) to produce green H2

The Uruguayan Ministry of Industry, Energy and Mining (MIEM) has authorized the state-owned energy company National Administration of Fuels, Alcohol and Portland (ANCAP) to carry out the bidding of offshore wind blocks to produce green hydrogen. 

The tender should grant to the winning bid the right to explore the conditions of wind, tide, waves, depth, geology and more, to install wind parks at sea to produce green hydrogen. The country has identified more than 20 blocks, of which only four blocks (500 km2) will be tendered, with the potential to develop up to 3 GW of offshore wind power each and produce 200 kt/year of green hydrogen. For the bidding process, ANCAP is expected to request a work plan for the first 2 years and once selected, the winning company will have to present a 4-year plan, with an investment project or pilot in the works by the 8-year mark, and a final investment decision (FID) before the tenth year. The developed project can expect a 25-year extendable concession. 

In July 2024, Uruguay published its Roadmap for Green Hydrogen and Derivatives, presenting its strategy to reach a production of 1 Mt/year of green hydrogen by 2040. The country’s plan includes the installation of approximately 18 GW of renewable energy capacity and 9 GW of electrolysers.
