The government of Ukraine launched a new RES support mechanism that introduces mandatory participation of power producers in tenders as of 1 January 2020. The first pilot auction should be held before 31 December 2019. Subsequent auctions should be held twice a year – no later than 1 April and 1 October. Awarded projects will be provided with the support (PPA) for a 20-year period. By the end of each year, the Cabinet of Ministers of Ukraine (CMU) will determine the amount of state support in the form of annual quotas for a 5-year period. The quotas (at least 15% of the ofered total) will be devided into wind, solar and other RES capacities to be tendered. This scheme will be held until end-2029 at least.
Before the auction Law the country's support scheme was based on a feed-in-tariff framework (called green tariff). Under the new law, the green tariff for eligible plants (those exempt from the tender scheme) will decline gradually from €150.24/MW (€101.8/MW for wind power) in December 2019 to €101.24/MW (€90.47/MW for wind power) in December 2024 (with annual adjustments). Power plants that use biomass will remain under the previous scheme with a green tariff of €123.85/MW intil end-2029.
