The United Kingdom and Japan have agreed on a partnership that includes up to GBP9bn (EUR10.4bn) of investment in offshore wind projects located in UK waters (UK government statement, 13/06/2026).
The Offshore Wind Compact is designed to support the development of 5.9 GW of floating offshore wind capacity, including projects such as Ossian and Green Volt off the east coast of Scotland, as well as the Erebus project in the Celtic Sea.
According to the government statement, these developments are expected to produce enough electricity to supply approximately 8 million homes once fully operational. The investment is intended to expand domestic clean energy capacity and reinforce energy security.
The agreement also forms part of wider cooperation between the two countries covering infrastructure, finance, and advanced technologies, with offshore wind identified as a central area for long-term collaboration.
The UK aims to reach up to 50 GW of installed offshore wind capacity by 2030. In 2025, the country had approximately 15 GW of offshore wind capacity (out of 106 GW total installed capacity). The UK is currently the world’s second-largest offshore wind market after China (Enerdata Global Energy & CO₂ data).
