Türkiye’s Ministry of Energy and Natural Resources has published draft specifications for a 1 GW offshore wind Renewable Energy Resource Area (YEKA) tender, launching a consultation on the country’s first offshore wind auction (Turkish government press release, 22/06/2026).
The draft sets out a 49-year concession to award both development rights and grid connection capacity through a reverse auction, with a price corridor of USD7c/kWh to USD11c/kWh. If bids reach the floor price, participants will compete through an additional contribution fee. Selected bidders should receive a pre-licence and have three years to complete site studies and secure permits, followed by three additional years to build the project after obtaining a generation licence. The text also allows project withdrawal under certain conditions, including a capacity factor below 40% or major seabed constraints.
The draft is open to public comment from stakeholders until 17 August 2026. The tender plans to contribute towardsTürkiye’s target to reach 120 GW of wind and solar capacity by 2035.
