Turkish government opens tender for 1 GW of onshore wind power

The Turkish Ministry of Energy and Natural Resources has launched another tender for Renewable Energy Resource Areas (YEKA) and offers 1,000 MW of onshore wind power capacity, which will be divided into four 250 MW zones. The power plants will be deployed in the Aegean provinces of Balıkesir, Çanakkale, Aydın and Muğla. The ceiling price has been set at US$5.5c/kWh over a 15-year period. The power projects will each receive a 49-year power plant license. The 1,000 MW new capacity is estimated to require approximately US$1bn in investments.

Applications for the tender will be accepted until March 2019. In order to be able to participate, interested companies must submit a minimum one-year bank guarantee worth US$2.5m, partly or completely convertible to cash and for each project. The winners will be required to offer a minimum 10-year warrant of US$12.5m.

In August 2018, a consortium including Siemens Gamesa Renewable Energy (SGRE), Kalyon İnşaat (Turkey) and Türkerler Enerji Grubu (Turkey) won the second tender under the YEKA framework for 1,000 MW with a proposal of US$3.48/kWh, well below the bid limit of US$7.00/kWh. The tender's total capacity will be installed in the cities of Sivas, Edirne, Kırklareli and Eskişehir.
