Spain launches new regulatory framework proposal for offshore wind

The Spanish Ministry for Ecological Transition and Demographic Challenge (MITECO) has begun public hearings on the draft proposal to regulate the production of offshore electricity facilities. The proposal aims to grant through competitive tenders the economic regime and the reservation of the capacity to access the network and the concession of the maritime-terrestrial public domain for a maximum period of 30 years, effectively reorganizing the regulatory framework for offshore wind installations and other marine energies such as wave energy.

The auctions are planned to use a diverse criteria to grant the rights, such as economic (energy price, power quota to be granted, solvency of the participants, etc.) and non-economic criteria (occupation of space, environmental impact, plans for the dismantling of end-of-life equipment, support for other economic sectors, etc.). A public-private dialogue phase is also considered to increase the projects' positive socio-economic externalities and promote their integration. The MITECO will be receiving comments on the draft proposal until 25 March 2024. 

At the end of 2022, Spain had a total installed capacity of 118 GW, with over 29 GW of onshore wind capacity but no offshore wind capacity. Spain aims to reach up to 3 GW of offshore wind and up to 60 MW of other offshore renewable sources by 2030.
