Saudi Arabia’s SPPC will re-tender two CCGT power projects (3.6 GW each)

The state-owned Saudi Power Procurement Company (SPPC) plans to re-tender two CCGT independent power projects totalling a capacity 7.2 GW in Saudi Arabia, namely the Taiba and Qassim projects (3.6 GW each). SPPC will be re-tendering these projects into four smaller CCGT projects of 1.8 GW capacity each.

The previously qualified developers will automatically be included for the new projects while other interested participants can submit bids. The pre-qualified developers chosen in February 2022 notably include France’s EDF, the UAE’s TAQA, Saudi Arabia’s ACWA Power, Japan’s JERA and the US’ General Electric.

The requests for proposals (RFPs) will be issued to qualified applicants on 20 January 2023. The facilities will now have to feature carbon capture and sequestration (CCS) readiness mechanisms or other potential solutions to address greenhouse gas (GHG) emissions, in alignment with Saudi Arabia’s Green Initiative policy and its 2060 net zero target.

At the end of 2021, gas-fired generation represented 46% of Saudi Arabia’s installed capacity with 41 GW and 57% of its power generation with 228 TWh.
