Saudi Arabia shortlists bidders in a 1.2 GW solar tender

The Saudi Arabian Ministry of Energy has shortlisted bidders in a tender that seeks to award 4 solar projects totalling 1,200 MW of solar capacity. The auction is the third round of Saudi Arabia's National Renewable Energy Programme and will allow bidding in two categories. The first category includes the 80 MW Layla and the 120 MW Wadi Al Dawasir solar projects, while the second comprises the 300 MW Saad and the 700 MW Ar Rass solar projects.

For the Layla project, shortlisted bidders include a consortium of ACWA Power, SPIC and WEHC that offered a price of SAR111.9/MWh (US$29.8/MWh) and a consortium of Alfanar and Asma Capital with a SAR121.9/MWh bid (US$32.5/MWh). For the Wadi Al Dawasir project, Total Solar submitted a tariff of SAR70/MWh (US$18.7/MWh), while the consortium of ACWA Power, SPIC and WEHC offered SAR98.4/MWh (US$26.2/MWh). For the Saad project, Jinko Power proposed SAR55.6/MWh (US$14.8/MWh), while Masdar/EDF/Nesma offered SAR68.5/MWh (US$18.3/MWh). Finally, for the Ar Rass project, the ACWA Power - SPIC - WEHC offered SAR56.2/MWh (US$15/MWh) and Jinko Power SAR57.6/MWh (US$15.4/MWh).

The Saudi Power Procurement Company (SPPC) will sign 25-year power purchase agreements (PPAs) with selected bidders. The Saudi Green Initiative, launched in 2021, set a target of 50% renewables in the power mix in 2030 (0% in 2020).
