Saudi Arabia shortlists 27 bidders for its 3 GW/12 GWh BESS tender

Saudi Arabia's state-owned Saudi Power Procurement Company (SPPC) has released the list of 27 pre-qualified bidders for its second build-own-operate (BOO) BESS tender offering 3 GW/12 GWh of storage capacity (SPPC press release, 30/06/2026). The shortlisted companies include Masdar, ACWA Power, China Southern Power Grid, EDF, KEPCO, Korea Western Power, Marubeni, PowerChina, Saudi Energy Company (SEC), SPIC, Sumitomo, Tesla Motors, TNB, and TotalEnergies. 

The tender was launched in late April 2026 and offered six projects, each rated 500 MW/2,000 MWh (4 hour storage), to be developed in the Makka province (Al-Leeth BESS, Khulis BESS, and Ashyrah BESS), in the Qassim province (Samha BESS), in the Madinah province (Al-Henakiyah BESS), and in the Eastern province (Sadawi BESS) (KEI, 27/04/2026).

According to the SPPC, "Each project will be developed under a build-own-operate (BOO) model, with the winning consortium holding 100% equity in the special purpose vehicle (SPV) set up to develop and operate the Independent Storage Provider (ISP) project. Each SPV will enter into a Storage Services Agreement with the Principal Buyer."

Saudi Arabia's National Renewable Energy Program (NREP) aims to raise the share of renewables in the power mix to 50% by 2030.
