Romania launches second CfD scheme for 3.5 GW of solar and wind capacity

Romania’s Ministry of Energy has launched its second renewable auction under a contract for difference (CfD) mechanism, aiming to procure 3,472 MW of capacity from solar PV and onshore wind. Transelectrica, the TSO and operator of the CfD scheme, will make available 2 GW of onshore wind capacity and 1,472 MW of solar PV capacity. Bidders must submit a technical offer fulfilling the eligibility criteria and a financial offer respecting the strike prices applicable for each technology (€80/MWh for onshore wind installations and €73/MWh for solar PV facilities). The scheme will award contracts for 15 years. Applications are open until 11 July 2025, with results expected to be announced in October 2025. 

In December 2024, Romania awarded a total of 1.5 GW of renewable projects, of which 11 solar PV projects totalling 432 MW and 10 onshore wind projects totalling 1,096 MW, with an average weighted price of €51/MWh for solar projects and €65/MWh for wind projects. The tender received a total of 48 bids, totalling 1,615 MW for solar PV and 1,196 MW for onshore wind. 

The CfD scheme has a total budget of €3bn funded by the EU Modernisation Fund to support a total of 5 GW of renewable energy projects.
