Qair and Plenitude partner to participate in offshore wind tender in France

The French independent renewable energy company Qair and the Italian energy company Plenitude have formed Eolbleu, a consortium to participate to France’s Offshore Wind Tender No. 9 (AO9). EolBleu is expected to move forward on the ongoing tender to compete for the development of four offshore wind sites with a combined potential capacity of about 2.5 GW, which should be commissioned between 2032 and 2034. Both companies were already pre-qualified to participate in the tender.

The auction comprises the 400-550 MW Bretagne Sud 2, the Golfe de Fos 2 and the Narbonnaise 2 (450-550 MW each) floating wind projects, and the 1 GW-1.25 GW Oleron 2 for either a fixed-bottom or floating wind project.

At the end of 2024, France had a total installed capacity of 155 GW, of which offshore wind represented about 10%. The country targets 3.6 GW of offshore wind capacity by 2030.
