The Philippines will auction 11.6 GW of renewable capacity in June 2023

The Philippines’ Department of Energy (DOE) plans to auction 11,610 MW of renewable capacity from 2024 to 2026 under the country’s second round of the Green Energy Auction programme (GEA-2), which will take place in June 2023. The proposed capacity installation targets 3,590 MW for 2024, 3,630 MW for 2025 and 4,390 MW for 2026. The auction will involve ground-mounted solar, roof-mounted solar, onshore wind and biomass.

Of the 3,590 MW capacity targeted for 2024, 2,400 MW will be for the Luzon grid (northern Philippines), 860 MW for the Visayas grid (center) and 330 MW for the Mindanao grid (south). For 2025, installation targets will be 2,325 MW for Luzon, 940 MW for Visayas and 365 MW for Mindanao. For 2026, these targets will be 2,990 MW for Luzon, 905 MW for Visayas and 495 MW for Mindanao.

The first round of the program (GEA-1) was conducted in June 2022. It awarded around 2,000 MW of capacity, which were committed to deliver energy from 2023 to 2025. The DOE issued 18 Certificate of Awards of renewable energy capacity, which are due to be commissioned in 2023. The DOE aims to conduct a third round (GEA-3) by the fourth quarter of 2023, which will also involve geothermal and hydro resources.

The Philippines targets a 35% renewable share in the power generation mix by 2030 and 50% by 2040 (up from 21% in 2020).
