The Philippine Department of Energy (DOE) has announced that its third Green Energy Auction (GEA-3), focusing on technologies not eligible for feed-in tariffs such as pumped-storage, impounding hydropower (dams), and geothermal, attracted 14 projects totalling 7.5 GW, exceeding the 4,650 MW target. The pumped-storage hydropower segment attracted 6,950 MW in bids for a tender volume of 4,250 MW, while the impounding hydropower segment was also oversubscribed, with bids totalling 550 MW, nearly double the 300 MW target. In contrast, geothermal secured only 31 MW in bids, well below the 100 MW goal. Awarded projects will be entitled to 20-year supply contracts starting from the commercial operation date, expected between 2025 and 2035.
Additionally, the DOE has released the Terms of Reference (TOR) for the Green Energy Auction-4 (GEA-4) to support renewable energy expansion. The auction aims to allocate capacity for various technologies, including solar, onshore wind, and integrated solar with energy storage systems, from 2026 to 2029. It has also set different targets for regions from 2026 to 2029. In 2026, Luzon is slated for 1,692 MW of renewable energy installations, Visayas for 462 MW, and Mindanao for 120 MW. These targets will rise annually to ensure the continuous development of renewable energy infrastructure.
