Philippines plans to auction 25 GW of renewable capacity by 2035

The Philippines' Department of Energy (DOE) plans to auction an additional 25 GW of renewable energy capacity under its Green Energy Auction (GEA) program by 2035 (Manila Bulletin, 13/02/2026).

Launched in 2022, the GEA is a competitive bidding program targeting private investors. The most recent completed round, GEA-4, awarded 10.2 GW of renewables (including solar, wind, and storage) in November 2025, including over 4.1 GW of ground-mounted solar, 2.3 GW of floating solar, and 2.2 GW of onshore wind. GEA-5, focused on offshore wind, opened the same month.

The four upcoming auctions from GEA-6 to GEA-9 are scheduled for 2026 and 2027:

  • GEA-6 in the first quarter of 2026 will target floating solar and floating wind
  • GEA-7 in 2026 will focus on rooftop solar, plus solar-plus-storage 
  • GEA-8 in late 2026 or early 2027 will cover specialized solar technologies like canal-top, agrisolar, and elevated over fishponds
  • GEA-9 in 2027 will include solar, biomass, geothermal, hydropower, and onshore wind.

The Philippines targets 35% renewables in its power generation mix by 2030 and 50% by 2040. Renewables currently account for 21% (-5 points since 2010): hydro 9% (-3 pp), geothermal 8% (-6 pp), wind/solar 4% (+4 pp), biomass 1% (+1 pp) (Enerdata Global Energy Research).
