The Filipino Department of Energy has opened its first competitive auction dedicated solely to fixed-bottom offshore wind projects offering 3.3 GW (Philippine Information Agency, 25/11/2025). The Fifth Round of the Green Energy Auction (GEA-5) has a new and clearer legal framework that is expected to align projects with the government’s preparations on energy infrastructure and permitting, allowing for a higher coordination to bring offshore wind into the country’s energy mix.
Awarded projects will be expected to start operations between 2028 and 2030, and will count with 20-year contracts, with payments starting from commissioning.
At the end of 2024, the Philippines had an installed capacity of 29 GW, of which wind only represents about 1% (427 MW onshore).
