Ørsted secures permit for Changhua 1 and 2a offshore wind parks (Taiwan)

The Taiwanese Bureau of Energy However has granted an establishment permit to the Danish power utility Ørsted for its 900 MW Greater Changhua 1 and 2a offshore wind projects. In response to the 6% announced Feed-in-Tariff (FiT) reduction for offshore wind projects in Taiwan and the introduction of a cap on annual full-load hours, Ørsted has decided to go ahead with these two offshore wind projects, even though the final investment decision (FiD) still depends on the outcome of supply contract renegotiations.



The company is engaged in discussions with the relevant authorities to mitigate the adverse impacts from the production cap and the reduced FiT with the objective of making the projects investable. The company also estimates that the recent regulatory changes put far-shore projects at a disadvantage compared to near-shore projects, which remain unaffected by the cap. The next project milestones are expected shortly, in particular the completion of the supply chain and the signing of the required power purchase agreements (PPAs).



Ørsted’s Greater Changhua offshore wind project includes four sites located between 35 and 60 km off the Changhua coast. Their total combined capacity reaches 2,400 MW, of which 1,800 MW are earmarked for buildout between 2021 and 2025. The two projects are currently on track for potential commissioning in 2021.
