Only 8% of Indonesia's 35 GW development programme is operational

According to the Indonesian Ministry of Energy and Mineral Resources, only 2,800 MW of the 35,000 MW plan were operational at the end of December 2018, which accounts for approximately 8% of the total planned capacity. In addition, around 18 GW were under construction as of December 2018, out of which roughly one third is developed by the state-run power utility PT PLN and two thirds by private developers. The remainder is still in the planning and procurement stages: 33% of the projects are still awaiting environmental permits and acquiring land, while 5% have reached the procurement phase.

The 35,000 MW programme was launched in 2015 and initially slated for completion in 2019 (the target will be missed). The Indonesian government has made progresses on the electrification issues and claims to have attained a 98.3% electrification rate in 2018 (91.7% in 2017). It hopes to reach 99.9% in 2019 in particular with the deployment of small photovoltaic (PV) power plants in remote areas.
