NVE plans to develop 1.5 GW subsidy-free wind complex in Norway

Norwegian wind project developer Norsk Vind Energi (NVE) has submitted plans to develop a 1.5 GW subsidy-free onshore wind complex in Hordaland to the Norwegian Water Resources and Energy Directorate. The group plans to begin construction in 2023 in the municipalities of Modalen, Masfjorden, and Lindås. The Hordavind project should generate 5.4 TWh/year of electricity and NVE expects the project to be profitable at power prices under NOK300/MWh (€31/MWh).



Norway and Sweden have had a common green certificate market since 2012, which will run until end-2021, although certificates can be issued until 31 December 2035. Through this scheme, electricity generation from renewables is expected to increase by 28.4 TWh (equally divided between the countries) over the period 2012-2020. In April 2017, the Swedish and Norwegian governments agreed to extend it until to 2030. Norway, however, will stop adding new projects to the joint system after 2021; certificates issued under the current system will remain valid until 2046.
