Norway’s Ministry of Energy has relaunched a tender for three offshore floating wind sites within the Utsira Nord area, totalling 1.5 GW in capacity. The Norwegian Government is offering a project capacity of 500 MW at each site through a tendering process, which will be carried out in two stages, namely allocation of project sites and state aid. One developer per site will be awarded state aid. The funding is capped at NOK35bn (€3bn) and will be provided as investment support. The application deadline is set for 15 September 2025.
Norway first opened the tenders for the Utsira Nord area in March 2023, but later postponed the auction to obtain the support model approval from the European Free Trade Association’s (EFTA) Surveillance Authority (ESA). The Utsira Nord tender was initially postponed until the first quarter of 2024 and was then further pushed back to 2025.
