The Nigerian Upstream Petroleum Regulatory Commission (NUPRC), the country’s upstream regulator, has launched the 2025 oil licensing round, offering 50 blocks for bidding. According to the agency, the round includes 15 onshore blocks, 19 shallow-water blocks, 15 frontier assets, and one deepwater block.
“The Nigeria 2025 licensing round is expected to attract about US$10bn in investment and add up to 2 billion barrels of oil output over the next 10 years, with an estimated 400 kb/d of production when fully operational”, according to the NUPRC.
Since 2022, Nigeria’s oil production has rebounded by 9% year-on-year, reaching 1.3 mb/d in 2024, after a sharp decline of 16%/year between 2019 and 2022. In 2023, Nigeria regained its position as Africa’s largest oil producer (Enerdata’s Global Energy & CO₂ Data, 02/12/2025).
