New York (US) halts the development of over 4 GW of offshore wind projects

The New York State Energy Research and Development Authority (NYSERDA) (United States) has announced the cancellation of three offshore wind projects with a combined capacity of over 4 GW due to changes in the turbine design that significantly altered the proposed projects. The three projects correspond to 1,404 MW Attentive Energy One developed by TotalEnergies, Rise Light and Power and Corio Generation, 1,314 MW Community Offshore Wind developed by RWE Offshore Renewables and National Grid Ventures, and the 1,314 MW Excelsior Wind developed by Vineyard Offshore backed by Copenhagen Infrastructure Partners. They were provisionally approved back in October 2023 with a design that required major supply chain investments by GE Vernova and an 18 MW Haliade-X turbine. However, GE decided to move from its 18 MW turbine towards a smaller 15.5 MW turbine that would cause technical and commercial complexities for the developers. Considering the new conditions, NYSERDA announced that it would not sign final contracts and that it looks to advance a future competitive solicitation.

At the federal level, the United States targets 30 GW of offshore wind capacity by 2030 and 15 GW of floating offshore wind capacity by 2035 (only 42 MW were operational at the end of 2023).
