New York (US) awards contracts for two offshore wind projects (1.7 GW)

The New York State Energy Research and Development Authority (NYSERDA) (United States) has conditionally awarded Equinor’s 810 MW Empire Wind I and Ørsted's 924 MW Sunrise Wind in its fourth offshore wind solicitation. The projects have a total combined capacity of 1.7 GW and have both already secured most federal and state permits. The awards are conditional on successful contract execution, and both developers will have to negotiate an Offshore Wind Renewable Energy Certificate (OREC) Purchase and Sale Agreement with NYSERDA.

Empire Wind 1 and Sunrise Wind were previously awarded by NYSERDA in 2019 as part of NYSERDA’s first offshore wind solicitation. In October 2023, the New York State Public Service Commission (NYSPSC) denied requests by joint-ventures of BP and Equinor and of Ørsted and Eversource Energy, to increase contract prices by nearly 50% for four offshore wind projects, including Empire Wind I and Sunrise Wind.

New York aims to achieve a zero-emission electricity sector by 2040, including 70% renewable energy generation by 2030, and develop 9,000 MW of offshore wind by 2035.
