Morocco invites contractors to bid for 350 MW solar PV programme

Morocco has launched a prequalification process inviting eligible contractors to participate in its “NOOR PV Multisites programme”, which involves the development of several utility-scale solar photovoltaic projects with a combined capacity of at least 350 MW.

The programme will cover five regions: Casablanca-Settat, Béni Mellal-Khénifra, Marrakech-Safi, Souss-Massa and Guelmim-Oued Noun. It includes the construction of four to six ground-mounted solar power plants, each with an individual capacity ranging from 40 MW to 170 MW.

The deadline for submitting pre-qualification applications is 30 November 2026. Following the evaluation of applications, the authorities expect to issue requests for proposals in late 2026 or early 2027. Final bids are expected by March 2027, while construction is provisionally scheduled to begin in second quarter of 2027. The construction period is expected to last approximately 18 months. If the schedule is maintained, the solar facilities could enter commercial operation in late 2028 or early 2029, depending on project implementation and commissioning timelines.

Morocco aims to triple its renewable energy capacity to 15 GW by 2030, including between 4 and 5.2 GW of solar power. At the end of 2025, the country had 1.1 GW of installed solar capacity, according to our data (Enerdata Global Energy and CO2 Data).

Furthermore, under its National Energy Strategy, Morocco aims to increase the share of renewables in total installed power generation capacity to 52% by 2030. This target includes 20% wind power, 20% solar power and 12% hydropower, compared with a combined share of 44% in 2024 (Enerdata Global Energy Research).
