Massachusetts (United States) has launched a third offshore wind solicitation round, seeking 1.6 GW of offshore wind capacity. The price cap is set at US$77.76/MWh. Bidders can submit projects until 23 September 2021 and winners will be selected by 17 December 2021.
Massachusetts has already procured 1.6 GW of offshore wind capacity as a result of An Act Relative to Energy Diversity (2016). In the fourth quarter of 2020, the Department of Public Utilities (DPU) approved long-term contracts for the 804 MW Mayflower Wind offshore wind project and the connection of the 800 MW Vineyard Wind 1 offshore wind project to the power grid. In April 2021, Massachusetts approved a new legislation authorising the state to procure a further 2.4 GW of offshore wind capacity by 2027, increasing required authorisation to 4 GW by 2027.
As of 2020, the United States has only 30 MW of offshore wind capacity.
