Massachusetts (US) launches new 800 MW offshore wind round

The Department of Energy Resources of Massachusetts (United States) has issued a Request for Proposals (RFP) for the development of up to 800 MW of offshore wind projects. This is the second solicitation of this kind in Massachusetts, as part of the State's plans to reach 1,600 MW of offshore wind capacity by 2027.

Under the terms of the RfP, bidders are allowed to submit projects ranging between 200 MW and 800 MW by 9 August 2019. They will compete to sign 15-to-20-year power purchase agreements (PPAs) with four Massachusetts power distribution companies; distribution companies will procure up to 800 MW if a large-scale wind project is considered superior to other proposals.  The winners will be selected in early November 2019, contracts will be signed in December 2019 and they will be submitted for approval to the Department of Public Utilities in January 2020.

In May 2018, Massachusetts state utilities Unitil, National Grid and Eversource Energy selected an 800 MW offshore project south of Martha’s Vineyard, developed by the Danish fund management company Copenhagen Infrastructure Partners (CIP, 50%) and the US energy services company Avangrid Renewables (Iberdrola group, 50%). The first 400 MW should be operational by the end of 2021 and the remainder by 2022.
