Malaysia awards 6.3 GW in first tender for thermal generation since 2012

Malaysia’s Energy Commission (Suruhanjaya Tenaga - ST) has announced the awarded bids of its first competitive bidding for thermal power plants held since 2012 (Malaysian government press release, 13/02/2025). Under the NewGen25 tender programme launched in May 2025, Malaysia awarded a total of 10 bids with a combined capacity of almost 6.3 GW

Two categories were available for bids: short-term available capacity (from existing, expiring or expired power plants), and long-term capacity for baseload or peaking requirement. There was a total of nine winning projects under the first category, with a total capacity of 4.8 GW, while the second category only had one winning bid for a new combined cycle power plant with a capacity of 1.4 GW

The NewGen25 tender programme was launched in May 2025, calling for thermal projects (both existing and new) that aimed for commissioning between 2026 and 2028. The programme aims to meet Malaysia’s increasing electricity demand, which is expected to continue increasing thanks to the development of new data centres. The tender process was carried according to international competitive bidding standard.
