Kepco plans to build new 1 GW coal-fired project in the Philippines

South Korean power producer Korea Electric Power Corporation (Kepco) is considering developing a 1,000 MW ultra supercritical (USC) coal-fired power plant in Sual, in the Philippine province of Pangasinan, through its local subsidiary Kepco Philippines Corporation (Kephilco). Estimated to be built at a total cost of US$1.8bn, the project would entail two 500 MW units and would start commercial operations by September 2023. The power plant is currently undergoing an early stage of the environmental impact assessment process, which will eventually result in an environmental impact statement (EIS).

Kepco had initially joined forces with Tans-Asia Oil and Energy Development Corp. (TA Oil) to develop a 900 MW coal-fired power project. It would have involved three 300 MW circulating fluidized bed (CFB) units. When TA Oil decided to turn over the project to Kepco, the Korean group increased the power plant's capacity to 2x500 MW and chose the advanced ultra supercritical pulverized coal technology (AUSPCT) instead of the CFB technology.
