The Italian government has opened a consultation on a new decree, which proposes a new subsidy schemes to support power generation from renewables. The RES X plan, succeeding RES 1, proposes to tender 67 GW of renewables between 2024 and 2028 (i.e. around 16.75 GW/year), allocating 62 GW for projects larger than 1 MW, with 45 GW of solar and 15 GW of wind. In addition, 5 GW of plants smaller than 1 MW are expected to be auctioned over the 2024-2028 period.
The support mechanism under the decree applies to various renewable energy technologies, including photovoltaic solar, wind, hydroelectric, and gas treatment plants derived from purification processes. The decree's objective is to encourage renewables with costs closely aligned with market competitiveness. Comments are open until 18 September 2023.
The country’s solar capacity has increased rapidly, from 3.6 GW in 2010 to over 25 GW at the end of 2022. In 2022, 2.5 GW were added, a significant increase compared to an average of 0.8 GW/year over 2019-2021. Wind installations also increased rapidly in 2011 and 2012 (+2.3 GW of new capacities) but have slowed down since then (only 0.4 GW/year added over 2019-2022).
