Germany reduces onshore wind tender volume from 3.2 GW to 2.1 GW

The German energy regulator Bundesnetzagentur (BNetzA) has decided to reduce the offered volume for the next onshore wind tender with a bidding deadline on 2 November 2023, from 3,192 MW to 2,087 MW, anticipating that the tendered volume would be greater than the submitted bid quantity. The maximum value for the tender remains €7.35c/kWh. The German Wind Energy Association BWE has criticised this decision, highlighting that it was the third time in a row that the BNetzA was cutting the tender volume. The tender was launched in late September 2023.

Germany has already carried out three rounds of onshore wind tenders in 2023, awarding 4.4 GW for the year 2023 so far; a volume lower than expected, as Germany initially targeted the allocation of 12.8 GW in 2023. The country even reduced the tendered volume in the previous tender from 3.2 GW to 1.7 GW (and eventually awarded 1.4 GW). With the latest reduction, Germany could award a maximum of 6.496 MW.
