Germany launches tender for 2.5 GW of offshore wind in the North Sea

Germany’s Federal Network Agency (Bundesnetzagentur) has launched a tender to procure 2.5 GW of offshore wind capacity, offering two sites in the North Sea. The two areas, situated about 120 km northwest of Heligoland, can host a capacity of 1.5 GW and 1 GW, respectively. Bids can be submitted until 1 June 2024 and the projects are expected for completion in 2031.

The two areas are non-centrally pre-examined, meaning the developers will have to independently conduct the necessary investigations and environment analysis. The contracts will be awarded to the bidders reporting the lowest funding requirement. In case multiple bidders submit bids at zero cents per kilowatt hour, a dynamic bidding procedure will be used. 

In addition to these two sites, Germany plans another tender for offshore wind energy involving three areas already centrally pre-examined with a combined capacity of 5.5 GW. The tender is expected to be launched before March 2024.

In August 2023, the Bundesnetzagentur awarded 1.8 GW of offshore wind capacity, including 1.6 GW to RWE.
