Germany invites bid for 1.8 GW of offshore wind in the North Sea

The German Federal Network Agency (Bundesnetzagentur) has launched a tender for 1.8 GW of offshore wind which will be spread over four pre-examined areas in the German North Sea with a generation capacity of 450 MW each. Two of the sites are located in the N-3 area, approximately 35 km north of Norderney, while the two other sites are in the N-6 area, 90 km north-west of Borkum. The areas are expected to start supplying electricity by 2028.

The awards will be based on a statutory points system. Up to 60 points are awarded for the bid value, which reflects the bidder's willingness to pay. In addition, qualitative criteria will also be tested for the first time in the offshore wind sector. These criteria will be the proportion of electricity from renewable energy sources in the manufacture of wind turbines, the proportion of trainees, the use of environmentally friendly foundation methods and the scope of long-term electricity supplies to third parties. Bids can be submitted until 1 August 2023.

In early February 2023, the Bundesnetzagentur also launched an auction for four offshore wind sites totalling a capacity of 7 GW. Germany targets 30 GW of offshore wind by 2030. The country had 7.7 GW of offshore wind installed capacity at the end of 2021.
