The German Federal network regulator (Bundesnetzagentur, BNetzA) has received 281 bids for a total capacity of 2,927 MW in its second round of tenders for onshore wind projects, offering a maximum of 1,000 MW in new capacities. The maximum bid was set at €7c/kWh - bids with the lowest price were be selected until the maximum volume is reached - and the average surcharge stood at €4.28c/kWh. The highest bid value, which could still receive a surcharge, was €4.29c/kWh, much lower than the €5.71c/kWh average price in the May 2017 round.
The BNetzA awarded licenses to 67 applications for a total capacity of 1,013 MW, including 90% to citizens' co-operatives; with 690 MW of approved projects, these co-operatives account for 68% of the total volume. Most of the projects are located in eastern Germany.
A new auction round is planned later in 2017 to reach the expansion target of 2,500 MW. In the first two round rounds, up to 1,820 MW of new projects were approved.
