Germany amends its EEG 2021 to support 2030 targets

The Bundestag has passed the amendment to the Renewable Energy Sources Act (EEG 2021), which intends to raise the share of renewable energies in gross electricity consumption to 65% by 2030. In addition, the amendment introduces a legally binding goal of greenhouse gas (GHG) neutrality before 2050 for the electricity generated and consumed in Germany. The text also comprises annual quotas for solar, biomass, and onshore and offshore wind, which are to be regularly checked in each of Germany’s 16 federal states.

According to the draft released in October 2020, Germany plans to tender 56.7 GW of renewable capacity between 2021 and 2028, including 31.3 GW of onshore wind capacity, and 16 GW of solar PV, of which 13.5 GW for ground-mounted technologies and 2.5 GW for large rooftop projects. In addition, technology-neutral auctions will be organised offering 5.4 GW of capacity between 2021 and 2028. Finally, the country will tender 4 GW of biomass capacity, including 2.8 GW for solid biomass and biomethane technologies and 1.2 GW for biomethane-fired power technologies. The tender quantities for offshore wind capacity are regulated by the Wind-at-Sea Act, which plans to increase output to 20 GW by 2030.
