The German Federal Maritime and Hydrographic Agency (BSH) has published the second amendment to the 2025 Site Development Plan, updating the configuration and schedule of several areas designated for offshore wind development.
The revisions primarily concern Area N-10 in the German North Sea, which has been expanded and subdivided into three sites: N-10.1, N-10.2 and N-10.3. According to the BSH, the updated plan establishes the basis for future tenders, with five sites offering a combined capacity of 4 GW scheduled for auction in 2027: N-10.1 (1 GW), N-10.2 (0.5 GW), N-10.3 (1 GW), N-13.1 (0.5 GW) and N-13.2 (1 GW).
The revised plan follows the August 2025 auction for sites N-10.1 and N-10.2, which offered a combined capacity of 2.5 GW but received no bids. The government subsequently postponed the next tender for these sites until 2027, while continuing work on reforms to the offshore wind auction framework (Offshorewind.biz, 09/10/2026).
Germany aims to achieve 30 GW of installed offshore wind capacity by 2030, 40 GW by 2035 and 70 GW by 2045. At the end of 2025, the country had 9.2 GW of installed offshore wind capacity (Enerdata Global Energy Research).
