France will raise carbon tax by €8.5/tCO2 to €30.5/tCO2 in 2017

The French government has approved an €8.5/tCO2 increase in the carbon tax levied on fossil fuel consumption (i.e. oil products, gas and coal) since 2014, as of 2017: the "contribution climat énergie" (CCE) will then reach €30.50/tCO2 in 2017, in line with the target to raise the tax to €56/tCO2 by 2020.

New proceeds will be used to finance the increase in the charges for electricity service (financial support to renewable power generation, social tariffs and tariff equalisation), that are currently supported by electricity consumers through the CSPE surcharge ("contribution au service public de l'électricité"). The CSPE, which already represents 15% of electricity bills, will increase by 15% on 1 January 2016 (+€3/MWh to €22.5/MWh) but will remain stable in 2017. In addition, as of January 2016, the CSPE will be changed into a "TICFE" tax (taxe intérieure de consommation finale d’électricité) to comply with EU rules.
