France shortlists 6 bidders for the 1 GW Cotentin offshore wind project

The French government has shortlisted 6 companies and consortia to take part in the competition to develop a 1 GW offshore wind project off the coast of Cotentin in Normandy (north-western France). The selected candidates include Éoliennes en Mer Manche Normandie, a project company of EDF Renouvelable and Maple Power (a joint venture of Enbridge and CPPIB); Iberdrola Renovables France; Ocean Winds (a offshore wind joint venture owned by Engie and EDPR); Shell; a consortium formed by Total and RWE; and a consortium of Vattenfall, wpd, and the Banque des Territoires. The six companies and consortia will enter a competitive dialogue procedure with the French authorities to reduce project costs and secure their implementation by giving candidates the opportunity to improve their offers during the procedure. The tender is scheduled in 2022 and the project should be commissioned in 2028.

The government’s current multi-year energy plan targets 2.3 GW of offshore wind capacity in 2023 and at least 5 GW by 2028. France has already awarded 7 offshore wind projects and 2.5 GW to 3 GW of offshore wind projects should be auctioned by 2024.
