France pre-selects 12 developers for an up to 2.5 GW offshore wind tender

The French Government has prequalified 12 developers to take part in France’s ninth offshore wind tender (AO9), which includes four sites with a combined capacity of up to 2.5 GW. The pre-selected companies include BayWa re, EnBW Valeco Offshore, Iberdrola, Parkwind, RWE Eolien en Mer France and TotalEnergies. It also includes one three-party consortium (Elicio, Q ENERGY and Kansai Electric), as well as five two-member consortiums (EDF Renouvelables and Maple Power; Ocean Winds and Banque des Territoires; Oxan Energy and Ingka Investments; Plenitude and Qair; and Skyborn and Octopus). 

The companies will be competing for the Bretagne Sud 2 project (400 MW–550 MW), the Golfe de Fos 2 and Narbonnaise 2 projects (450 MW–550 MW), and the Oleron 2 project (1 GW–1.25 GW). The projects will all be floating offshore wind farms, except for the Oleron 2, which could use either fixed-bottom or floating technology. Developers for the four projects are expected to be selected in autumn of 2025. Commissioning of the power plants is anticipated between 2032 and 2034.
