France launches competitive dialogue phase for two offshore wind plants

The French Energy Regulatory Commission (CRE) has initiated a competitive dialogue for the 1,400 MW to 1,600 MW Centre Manche offshore wind project off Normandy (north-western France) and the 900 MW to 1,050 MW Sud-Atlantique offshore wind plant off the Isle of Oléron (western France). Applications are open until 23 December 2022. The competitive dialogue allows prequalified bidders to exchange with the government to jointly outline the detailed criteria of the tender rules as well as to fine tune the areas where the projects will be located.

France targets 40 GW of offshore wind capacity by 2050. The country intends to award 2 GW of projects each year from 2024. The 480 MW Saint-Nazaire offshore wind park, located off the coast of the Guérande peninsula in Loire-Atlantique, western France, which is the country’s first commercial-scale offshore wind project, was commissioned in September 2022.
