France launches 10 GW offshore wind tenders under PPE 3

The French government has announced the relaunch of tenders for the development of renewable electricity, notably onshore wind, offshore wind, and solar PV (Government press release, 02/04/2026). These tenders are part of the third Multiannual Energy Programme (PPE 3), unveiled in February 2026. The objective of this new energy roadmap is to shift from 60% of fossil energy in France’s current final energy consumption to 60% of fossil-free energy by 2030, and 70% by 2035.

For offshore wind, the government has published the deployment zones and major criteria. “The 2035 target [...] is an additional 15 GW. 5 GW have already been awarded. We are now launching the remaining 10 GW,” announced the Minister of the Economy. The government has also announced the merger of two tenders, Tenders 9 and 10, whose first winners will be designated by late 2026–early 2027. This represents a combined capacity of approximately 10 GW, including 5 GW of fixed offshore wind and 5 GW of floating offshore wind, spread over all the maritime coasts: Fécamp-Grand-Large, Bretagne-Nord-Ouest, Bretagne-Sud, Oléron, Narbonnaise Sud Hérault, the Gulf of Lion Centre and the Gulf of Fos. The development of offshore wind is a cornerstone of the energy strategy, with a target of 45 GW by 2050, representing 20% of electricity needs. PPE 3 aims to achieve an installed capacity of 15 GW by 2035.

For onshore wind, priority is given to the repowering of existing wind parks, notably by upgrading existing parks to higher capacities rather than developing new turbines. “A round of the onshore wind tender will take place in May 2026 for a target volume of 800 MW, and a second round in September 2026.”

Regarding solar PV, the government intends to optimize support mechanisms for households and small businesses, particularly for self-consumption, including collective schemes. For larger projects, it aims to encourage the relocation of industrial photovoltaic panel production projects to Europe. The simplified call for tenders for small rooftop PV (100–500 kWc), which will be expanded to ground-mounted installations, will be held in July 2026, with a target volume of 288 MW. A round of the ground-mounted photovoltaic tender will also take place in July 2026, targeting 925 MW.
