Under the third auction of the European Hydrogen Bank (EHB), the European Commission has selected nine hydrogen production projects in seven Member States, which will receive around EUR1.09bn (USD1.3bn) in EU funding from the Innovation Fund, sourced from the EU Emissions Trading System (ETS) (European Commission press release, 07/05/2026).
The nine projects are expected to add almost 1.1 GWe of electrolyser capacity, enough to produce over 1.3 Mt of hydrogen over their first 10 years of operation. They will receive a fixed premium of between EUR0.57 and EUR3.49 per kg of certified and verified hydrogen produced, for a maximum period of 10 years. Winning projects include two projects under the RFNBO Low Carbon topic, namely 500 MWe Cloudberry project in Finland and 120 MWe Lotse project in Germany, five projects totalling 664 MWe under the renewable hydrogen fuels of non-biological origin (RFNBO) General topic (including 300 MWe MorGen and 100 MWe Hy2gen Nordic projects, both located in Denmark), and two 12 MWe projects in Norway under the Maritime-Aviation topic. The selected projects will have to reach financial close within two and a half years of grant signature and enter into operation within five years.
In addition, Germany and Spain will offer EUR1.3bn and EUR440m, respectively, to support RFNBO hydrogen production in their own territory, through the Auctions-as-a-Service feature.
