European Council calls for updating energy taxation to meet climate goals

The European Council is supporting an update of the European legal framework for energy taxation, to reflect the EU's environmental policy objectives for 2030 and ensure a transition to a climate-neutral European Union.

The existing energy taxation directive was adopted in 2003 and sets energy products subjected to harmonised rules for excise duties, minimum excise levels and conditions for tax reductions and exemptions. Since 2003, national tax rates, energy markets and energy technologies have significantly evolved and the taxation framework needs to be updated to contribute to the new EU climate and energy policy targets.

The European Council thus calls on the European Commission to update the legal framework for biofuels and other alternative fuels, new energy products and technologies. It highlights the importance of the aviation sector and of reviewing the impact of energy taxes on government revenues and on sectors exposed to international competition.
