The Estonian Consumer Protection and Technical Regulatory Authority (CPTRA) has announced that it will relaunch a tender for an up to 1.2 GW offshore wind project in Estonia’s Baltic Sea, a year after the initial auction ended with no bids. Estonia aims to award a licence for the development of the Saare 1 area, which covers 88 km2 and is located 60 km west of Saaremaa. The starting price for the area will be €1.32m. The bidding will close on 23 January 2025. Three companies have been qualified to participate in the tender, namely CI Estonia Wind, Estonia's Utilitas Wind, and the French company Oxan Energy. They will compete for a licence that will allow them to build an offshore wind project of between 900 MW and 1,200 MW.
The previous two offshore wind auctions were won by Deep Wind Offshore, namely the Saare 2.1 (1,560 GW) and the Saare 2.2 (840 MW). The auction of the Saare 3 sea area received no bid in July 2024.
In 2023, wind represented over 13% of Estonia’s installed capacity with 408 MW. The development of wind is the main priority for the country, with several offshore projects in development. Estonia aims to reach 4.3 TWh of renewable power generation in 2030, including 2.6 TWh from wind in order to achieve its target of reaching climate neutrality by 2050.
