Colombia has issued a new resolution, marking a regulatory milestone that launches the country’s first offshore wind bidding round, to be conducted under a Contract for Differences (CfD) scheme.
This mechanism guarantees the winning strike prices for a period of 15 years. The legislation sets out distinct technical criteria for each technology. The allocation process will be competitive to ensure price efficiency, while other criteria will be evaluated on a non-competitive basis. The first round will be accompanied by a detailed feasibility analysis assessing its impact on the electricity market and tariffs. In March 2025, the government announced it had received nominations for 69 sites from companies that pre-qualified the previous year to participate in the offshore wind tender.
At the end of 2024, Colombia’s installed power capacity stood at 21 GW, with hydroelectricity representing 62%, followed by gas at 12% and oil at 9%.
