The Estonian Authority for Consumer Protection and Technical Regulation (CPTRA) has selected the Lithuanian company Ignitis Renewables and the Danish group Copenhagen Infrastructure Partners (CIP) as winners of the 1-1.5 GW Liivi 1 site with a €1.16m bid. The partners had previously won the tender for the adjacent Liivi 2 site (1.4 GW) in December 2023. Partners now expect to develop the area as a single offshore wind project for greater synergy and optimisation. The Liivi 1 and Liivi 2 offshore wind sites are in the Gulf of Riga, northwest of Ruhnu Island (Estonia), and together span approximately 193 km2 and are expected to have an approximate combined capacity of 2.3 GW. The Liivi 1 project is planned to become operational around 2035, subject to obtaining the relevant permits, contracting suppliers, and securing financing.
In August 2023, Ignitis Renewables and Copenhagen Infrastructure Partners (CIP) through its New Markets Fund, submitted an application for up to 57 wind turbines for a total capacity of up to 900 MW at Liivi 1 and signed an agreement to jointly participate in the auctions for multiple offshore wind sites in Estonia and Latvia during the last quarter of 2023.
